Contingency Plan

This petrochemicals & petroleum Oil Spill Contingency Plan outlines the measures to be taken by Standard Fertiliser Solutions LTD in the event of an oil spill. The purpose of this plan is to ensure a prompt, safe, and effective response to any oil spill, and to minimise the environmental impact of such an incident. This plan covers all stages of spill response, including notification, assessment, containment, recovery, and remediation.

Notification

In the event of an oil spill, the following notification procedures will be followed:

  • The person who discovers the spill will immediately report it to the site supervisor or manager.
  • The site supervisor or manager will then notify the designated spill response coordinator.

  • The spill response coordinator will immediately notify the appropriate authorities, including the National Oil Spill Detection and Response Agency (NOSDRA), the Department of Petroleum Resources (DPR), and the local government authority

Assessment

Once the spill has been reported, the following assessment procedures will be followed:

  • The spill response team will be assembled and will conduct an initial assessment of the spill, including its size, location, and potential impact on the environment.

  • The team will also determine the type of oil spilled, its properties, and the potential risks associated with it.

  • Based on the assessment, the team will determine the appropriate response strategy and equipment required for containment, recovery, and remediation.

Containment:

The primary objective of containment is to prevent the spread of the oil and to limit its impact on the environment. The following procedures will be followed for containment:

  • The spill response team will deploy containment booms around the spill to prevent the oil from spreading.
  • If the spill occurs in water, the team will use sorbent materials, skimmers, and pumps to remove the oil from the surface of the water.

  • If the spill occurs on land, the team will use absorbent materials, vacuum trucks, and pumps to remove the oil from the affected area.

Recovery

The primary objective of recovery is to remove as much of the spilled oil as possible from the environment. The following procedures will be followed for recovery:

  • The spill response team will use skimmers, sorbent materials, and pumps to remove the oil from the water or land surface.
  • The team will also use manual labor to remove oil from sensitive areas, such as beaches or wetlands.

  • The recovered oil will be stored in appropriate containers for disposal or recycling.

Equipment and Resources

Standard Fertiliser Solutions LTD will maintain a range of equipment and resources to respond to oil spills. This includes:

  • Spill response kits for use in the event of a minor spill
  • Skimmers, booms, sorbent materials, pumps, and other containment and recovery equipment.
  • Personnel trained in spill response and remediation.
  • Communication equipment, including radios and mobile phones.
  • Transportation equipment, including trucks and boats.
  • Personal protective equipment (PPE) for spill response personnel.

Training and Exercises

Standard Fertiliser Solutions LTD will provide regular training to its spill response personnel on the proper procedures for spill response and remediation. Standard Fertiliser Solutions LTD will also conduct regular exercises to test its spill response plan and equipment, and to evaluate the effectiveness of its response procedures. Training and exercises will include the following:

  • Classroom training on spill response procedures, equipment, and safety.
  • Field training on spill response techniques, including deployment of booms, skimming, and use of absorbent materials.
  • Tabletop exercises to test the effectiveness of the spill response plan and to identify areas for improvement.
  • Full-scale drills to simulate an actual spill and to test the response procedures and equipment.
  • Post-exercise evaluations to identify areas for improvement and to revise the response plan as necessary.
